PR 33385 unsupported relocs

Commit 96d3b80f5498 changed a couple of reloc functions to return
false, and propagated the error.  They previously did nothing, so
revert to that sad state.

	* vms-alpha.c (alpha_vms_add_lw_reloc): Return true.
	(alpha_vms_add_qw_reloc): Likewise.
