s390: Enable .bss/.struct data allocation directives tests

This reduces the number of unsupported tests on s390 by two.

gas/testsuite/
	* gas/elf/bss.d: Enable for s390*-*-*.
	* gas/elf/bad-bss.d: Likewise.
