gas: aarch64: Add instructions for GICv5

Add new instructions from the Generic Interrupt Controller, GICv5,
extension. These instructions are aliases to system instructions and are
the following:

* gic <operation>, <reg>
* gicr <reg>, <operation>
* gsb <operation>
