gas: sframe: reword diagnostic to address ambiguity

The current warning text of "skipping SFrame FDE" does not unabiguously
indicate that the SFrame FDE is not generated in the output section.
Reword the diagnostic to say "no SFrame FDE emitted" as requested.

Adjust the testcases for the updated warning.
