x86: replace wrong attributes on VCVTDQ2PH{X,Y}
A standalone (without SAE) StaticRounding attribute is meaningless, and
indeed all other similar insns have ATTSyntax there instead. I can only
assume this was some strange copy-and-paste mistake.
