Set the default DLL chracteristics to 0 for Cygwin based targets.

	* emultempl/pep.em (DEFAULT_DLL_CHARACTERISTICS): Set to 0 for
	Cygwin targets.
	* emultempl/pep.em (DEFAULT_DLL_CHARACTERISTICS): Likewise.
