ada: adjust runtime flags used by the GPR file

Adjust libgnat_common.gpr after r14-1351-ge256e67a8a3ce9,
r14-5642-g4b7d0f22b1357a and r17-723-g6cd854ea878c44 were
incorrectly ported.

gcc/ada/ChangeLog:

	* libgnat/libgnat_common.gpr (Ada_Flags): Remove the -gnatpg.
	(No_Reorder): Remove -O0.
	(Version): Added.
