Fixup recent gcc.dg/vect/bb-slp-pattern-2.c change

I exchanged a target constaint for an xfail, attempting to xfail
only where it previously was constrainted to pass.  That doesn't
work, so instead combine both.

	* gcc.dg/vect/bb-slp-pattern-2.c: Both guard with target
	and xfail.
