LoongArch: Add prefetch instructions.

Enable sw prefetching at -O3 and higher.

	* config/loongarch/loongarch.cc (loongarch_option_override_internal):
	Set up parameters to be used in prefetching algorithm.
	* config/loongarch/loongarch.md (prefetch): New template.
